Deployable Civilian Experts
What is a DCE?
DCEs are non-civil servants who are available for deployment, often, at short notice, for assignments in countries affected by violent conflict. The Stabilisation Unit currently has over 1000 of these highly skilled, resilient and professional men and women from a wide range of backgrounds on its database.
DCEs have access to a broad range of deployment opportunities through the Stabilisation Unit. We have staff deployed to 15+ countries around the world, in UK bilateral missions and in multilateral missions with the EU, UN and OSCE. DCEs also work alongside the British military in Afghanistan. Assignments for DCEs can be of short or long duration – lasting from a few weeks to a year or more.
DCEs are also able to access learning and development opportunities with the Stabilisation Unit, from courses on the theory and practice of Stabilisation to military exercises in the UK and abroad.
So what are we looking for in our ideal DCE?
Skills
- Significant experience working on conflict-affected and fragile states, with significant field experience
- Strong technical skills in stabilisation disciplines (see categories below)
- Knowledge of the UK policy making environment and key cross-government decision making mechanisms
Behaviour
- Dynamism; a flexible approach to problem-solving
- The ability to work independently and be self-reliant
- The ability to represent HMG and to continue to perform well when operating in hostile, conflict environments
Additional criteria
- Ability to obtain UK security clearance
