Stabilisation Issues Notes AND stabilisation TASKS MATRIX
Stabilisation Issues Notes provide a short summary of what the Stabilisation Unit has learned to date and what we think is good practice. They suggest approaches and issues for working on specific topics in a stabilisation context, particularly for those who are newer to the subject or have worked on it in a different context. They have been developed in consultation with other parts of the UK Government (HMG). They are aimed primarily at the Stabilisation Unit’s own practitioners and consultants, and those of other HMG departments. They are not HMG policy.

Stabilisation Tasks Matrix
The Stabilisation Tasks Matrix comprises a menu of possible tasks which might be required to build stabilisation in countries affected by, or emerging from, violent conflict.
The matrix identifies those who might take lead responsibility for each task in 'non-permissive' and 'permissive' environments, and the skill sets required to complete the various tasks. This matrix is not a statement of official HMG policy. Following the matrix is not mandatory.
Different sections will be relevant to different stabilisation environments. The intention is simply to provide a useful set of guidelines for planning and implementing bilateral and multilateral stabilisation deployments, and identifying the resources we might need.
A Note on Stabilisation through Private Sector Development will also be available shortly.
We aim to continue to refresh and update these Notes as experience and lessons are gained. In particular we are currently working to deepen our understanding of the role of women and children in the issues discussed in the Notes.
