Relevance:

The article considers international efforts at restoring justice systems in stabilisation environments, drawing on various examples from Afghanistan, Somalia, Democratic Republic of Congo, Timor Leste and Kosovo. The author argues that international donors should focus more on developing the demand for justice at the local level, rather than over-emphasising its supply through the establishment of courts, the training of judges, and drafting of legislation.
