Monitoring and Evaluation

Monitoring and evaluation is a means of tracking progress and assessing impact of activities by gathering data against agreed indicators. It enables intended and unintended consequences of activities to be identified and plans to be reviewed and adapted accordingly. It can support accountability of stabilisation actors and their use of resources.  See also section on planning.

Monitoring and evaluation should be an integral part of stabilisation interventions to improve planning, maximise intended impacts and reduce unintended consequences. The stabilisation environment is a challenging context within which to conduct effective evaluation, however, there are a number of practical steps that can be taken to mitigate these challenges
This document sets out what is considered current practice in Monitoring and Evaluation (M&E) frameworks in stabilisation inter... Read More

They are intended to help policy makers to carry out baseline assessments, set realistic goals and establish indicators to track progress against.
The MPICE Metrics Framework is intended to be used in conjuncti... Read More

Relevance:
This DFID Interim Guidance Note provides guidance for managing for and measuring results in fragile and conflict-affected states and situations at both the country programme and project levels. It provides guidance on three related challenges: measuring impact on conflict and fragility; measuring the results of all DFID interventions in difficult (data-poor, low capacity, insecure, inaccessible) contexts and monitoring to ensure programmes do no harm. Although not focussing specifically on stabilisation, the key points... Read More

This guidance is aimed at establishing best practice in the evaluation of conflict prevention and peacebuilding activities, defined as "preventing conflict or building peace; they are usually (but not always) focussed on a particular conflict zone - an area threatened by, in the midst of, or recovering from serious intergroup violence" - in other words, programmes that seek to address conflict and peace, rather than conflict sensit... Relevance:
This is a comprehensive manual on monitoring and evaluation of conflict transformation programmes. It is aimed at peacebuilding, rather than stabilisation, but there are many overlaps. It is based on a 'theory of change' approach, with monitoring and evaluation embedded in the project cycle - and therefore includes a substantial component on wider programme design. The manual is geared towards measuring objectives and outcomes, rather than the higher level goals and impact. It will be most helpful for those designing progra... Read More
